Passage in inverted commas in Secretary Salaries Commission's note to Colonial Secretary contains full ext of paragraphs 181 and 183 with alight amendment and a few lines in the middle from paragraph 182. I presume therefore intention is to substitute this paragraph for oxiating paragraph 181 and to delete existing paragraphs 182 and 183. This will involve consequential amendments in paragraph mumbering, index, etc.

If the Commission desire this alteration and yoL see no objection to it, I would raise none. but I suggoet it be further considered whether the phrase at beginning of paragraph 162 quote we were not able se nccept all the conclusions drawn from these surveys unquote or phrase of similar meaning should not be included, Tal st suggest that, in order to put the matter on a proper baste, the Chairman of the Commission should be asked to address to you, on behalf of the Commission, a formal request to make the above amendments. This seems particularly desirable since two members of the Commission were abasnt from the meeting at which the amendments were discussed.
